The project focused on municipal measures in transport which, on the one hand, have an effect on transport demand and, on the other, are not attributable to investments (e.g. in infrastructure). The aim was to define more precisely, systematize and evaluate the effectiveness of municipal, non-investment measures in transport. The focus of the research was on ecological effectiveness and the possibilities for estimating and evaluating it. A practical test within the framework of the European Mobility Week (EMW) served to illustrate the potentials and challenges of an evaluation of non-investment measures in application.
The analysis of existing good examples with a special focus on financial and gamification systems shows that non-investive measures have a noticeable effect. Non-investive measures often prepare or accompany investment measures and develop their impact in connection with these investment measures.
