On behalf of the Ministry of Rural Affairs and Consumer Protection of Baden-Württemberg and the Bavarian State Ministry of the Environment and Consumer Protection, ConPolicy was conducting an evaluation of the South German Consumer Monitor.
Since 2010, the two ministries carry out the South German Consumer Monitor in order to get a systematic picture of the situation of consumers in both federal states. To this end, data on e.g. consumer trust and consumer confidence as well as attitudes with regard to focal topics (e.g. digital consumer protection or energy markets) is collected by means of representative telephone surveys. The ministries use this information to strategically verify, substantiate and adapt their consumer policy agendas.
The ministries assigned ConPolicy to:
- to conduct a general assessment of the Consumer Monitor as a whole,
- systematically review the used approach as well as the effectiveness of the instrument and
- derive recommendations on how to successfully continue or realign it.
ConPolicy developed an evaluation framework and organized expert interviews and workshops.
