Empirical research on behalf of the European CommissionIdentification of the training needs of European consumer organizations

Consumer organizations are important players when it comes to offering independent advice to consumers. However, consumer associations in the EU do not always possess the necessary skills to fulfill their public remit. As part of its European Consumer Agenda, the European Commission placed an emphasis on financing a training program for consumer organizations.

In order to conceive this training program as accurately as possible, ConPolicy was commissioned, jointly with IBF International Consulting and the market research company Euromonitor International, to ascertain the training needs of European consumer organizations.

For this purpose, an online questionnaire was developed, published and analyzed in an initial survey phase. More than 300 consumer organizations from 17 member states participated in the online survey. In a second phase, 68 organizations from all EU member states were surveyed during detailed telephone interviews.

While IBF Consulting was responsible for project management and Euromonitor International for the empirical surveys, ConPolicy was team leader and, in this function, responsible for all substantive issues as well as the data analysis and evaluation.
