DigitalizationJust under six percent of Germans have never been online

Today, the German Federal Statistical Office (Destatis) published new figures on online behavior among consumers in Germany and the EU. According to the data, the share of so-called German 'Offliners' who have never used the Internet before was just under six percent for the year 2022.

Data for Germany and the EU countries are based on the survey on the use of information and communication technologies (ICT) in private households. In Germany, this survey has been integrated into the microcensus as a sub-sample since 2021.

These are further details:

  • In 2022, an average of six percent of respondents in Germany said they had never used the Internet before. In the age group of 65- to 74-year-olds, this figure was as high as 17 percent, among 45- to 64-year-olds it was five percent, and among those under 45 there were only two percent of so-called ‘Offliners’.
  • According to Eurostat, the EU average in the same year 2022 was seven percent with a clear variation between the individual member states. In the Scandinavian countries, Luxembourg, the Netherlands, Belgium and Ireland, less than four percent of 16- to 74-year-olds each said they had never used the Internet. The highest proportions of offline users were in Greece and Portugal (14 percent each) and Croatia and Bulgaria (13 percent each).
